Cockpit lighting in P3Dv2

Most of the night lighting doesn't appear to work.
If I adjust the brightness knob the only instruments that get brighter are the display on the clock and the backlighting on the garmin GPS, the overhead light turns on but doesn't illuminate anything. No cabin lights and no backlighting on the other instruments. In the screnshots for the product the instruments are lit up nicely but Even when I push the test button for the warning panel those lights are very dim as well. I tried disabling mipmap for the VC in P3D options but there was no improvement.
There was no option for the night lighting as shown in in the PDF during the install. I'm assuming its because DX11 is required to run P3D anyways....
Edit: Windows 7 x64, Nvidia Titan GPU, latest version of P3D, UAC is off and P3D isn't installed into program files, it's on a separate drive. I've uninstalled and reinstalled 2x
