ILS frequency tuning

ILS frequency tuning
I try to adjust the frequency for ils (tacan, adf) in the 100-200 range i get 284 mHz or 264 or 254 on of those and it wont change the tuning knobs spin but freq doesn't change nor doea it get into the right range 100-200

It’s an ADF. TACAN and ILS didn’t exist at that time and so this aircraft doesn’t have either.

notice fine tune freq is 284.00
but radio is set in master band of 700-850
