Does anyone know if The F-15E Strike Eagle Can do an ILS approach? if so, Does anyone what the correct sequence of steps to take in order to do an ILS Landing?

It can. You tune the ILS frequency from the menu2 page on the UFC (Press MENU button twice), and select either ILSN or ILST from the HSI page on any MFD.
