Activation on second local PC account

So I am trying to set up the T-38A ADV RDX Module for use in P3D V4 among a small group of friends, and simultaneously locking down as many permissions on the PC as possible so that upkeep is minimized on my end. I have an admin account that everything works flawlessly on (T-38A module, P3D, etc.) and a separate non-admin account intended for use among friends. When I attempt to boot P3D and load into the T-38 on the non-admin account, an activation dialog box pops up every time. I currently am using windows group policy editor to restrict permissions on this non-admin account. Obviously something is interfering with the activation of the T-38. What would be the most likely culprit? Is it even possible to run the T-38A in P3D without admin privileges and with group policy restrictions?

I'm not so sure that setup will work because every time you bounce between accounts it may trigger activations. I do believe you need to have admin for MVAMS to write settings as well.

Windows firewall and defender can interfere too.

The DRM wasn't really designed for multiuser setups AFAIK.
