Can you confirm that you have the XMLTools in the P3D root folder and the XML entry in your dll.xml ?
Should look like this

Are you loading the plane cold and dark or ready to fly?
Also, are you running the very latest P3D?
What controls do you have? Saitek?
Are you configuring the controls via P3D or FSUIPC?
If in P3D, do you have Raw Input selected?

I have the same problem both in cold & dark and ready to fly
I have the version p3D v4.5 with Saitek controls
I have tried to configure the controls with FSUIPC and also with P3D, but with the same result
In P3D I have DirectInput

One more fact that I didn't mention before
With the mouse I can move the condition lever, but not the throttle or propeller.

Perhaps XMLTools is correct and it's just the assignments - did you try the suggestions given at the beginning of the thread by Chuck and sieg.bennet?

This sounds like an issue with XMLTools64.dll. It appears you have P3D installed on a separate drive from the OS. So do I. It shouldn’t make a difference, but I would edit DLL.XML in the XMLTools64 section to edit the path entry to the full path “D:\Prepar3d\XMLTools64.xml”. Much like the FSUIPC5.dll entry.

I edited the file like you said, and there's a big change. Now I have managed to move the propeller lever.
The throttle lever still doesn't move, and it's in the reverse position. Until now it did not move, but it was in the idle position.

I think it's progress but I notice I had a brain typo in my advice above. It's supposed to be D:\Prepar3d\XMLTools64.DLL (not xml). If that's the case, tell me if the rudders now move. When you assign axes in FSUIPC assign them to "send to FS as normal axis".
Assign the throttle to Axis Throttle 1 Set.
Assign the prop to Axis Propeller 1 Set.
Assign the condition lever to Axis Mixture 1 Set.
Assign the ailerons to Axis Ailerons Set.
Assign the elevators to Axis Elevator Set.
Assign the rudders to Axis Rudder Set.
Under Joystick Calibration, pg 3, calibrate Throttle 1 by setting the throttle at Idle in the VC then go to FSUIPC and set the calibration position for Idle. Then you just set the Max and Reverse as the top and bottom of your physical throttle throw.
Finally, in the panel folder in SimObjects find the DH3 folder and open it to edit the Controllers.xml file (\SimObjects\Airplanes\DHC-3 Turbine Otter Milviz\panel\DH3) . In the lines for T_Enable and P_Enable put "0" to disable the macros.
Tell me if this works.

The rudder pedals now move
I've configured all the axes as you explained, but I return to the initial situation
I have the throttle lever in idle position and it does not move
The propeller lever doesn't move either
Only the condition lever moves

I know this is frustrating for you. It was for me to the point I was about to simply ask for a refund. But hang in here and I know we can get it fixed for you. (BTW, I'm just a user, not MILVIZ in anyway).
1. Since the rudder pedals now move in the VC I believe the XMLTools64.dll file is OK and being called OK. You said earlier that F4 moved the throttle, is that still true?
2. I also have Saitek (Logitech) controls, yoke, throttleQ and rudders. Do you know how to edit the FSUIPC5.ini file? I can PM you my FSUIPC5.ini Turbo Otter profile with the controls assignments to compare against yours if we need to.
3. Make sure in P3D that in "Options", "Other" that the P3D controllers are not enabled if you have assigned axes in FSUIPC5. You could also create a P3D controls profile that has the axes assignments deleted entirely.
4. Make sure the Controllers.xml macros are disabled as above. We don't want any conflicts.

1. I can move the throttle by assigning F4 as full throttle, but I deleted that assignment so that it could not create conflict.
2. In my last attempt I deleted the FSUIPC.ini file to start from scratch and not interfere with other profiles.
At this point, without FSUIPC profiles or P3D assignments, I realize that I can move the condition lever with the mouse, but I can't move either the throttle or the propeller.
3. I don't have enabled the P3D controllers
4. The Controllers.xml macros are disabled
Since I deleted the FSUIPC.ini file, the next thing I'll do is create a profile for DHC-3T. Later I'll comment if it worked.
