Not that I know of, but it will die in about the same time line if I am just sitting on the ramp. It is not an operational thing at this point - the starter switch does nothing and the oil and fuel pressure gauges read 0 even with the engine running. If I start cold and dark and charge the fuel system to 5, it will read. I cannot get the starter switch to work so I have to use Cntrl+E. The engine starts, both gauges go to 0 and it dies within a short little bit never to start again. Until I reload and start over again. I have re-installed it twice, following the rules I have been given, and it appears to install without any issues. I followed the yes/no/IDK checklist and everything seems to comply. I will try the other things list this morning when I get home tonight and respond.

All the symptoms still point to a badXML tools install.
Can you double check that XMLTools.dll is in your main p3d folder ?
It should read as follows:
<Launch.Addon>
<Name>XMLTools</Name>
<Disabled>False</Disabled>
<ManualLoad>False</ManualLoad>
<Path>XMLTools.dll</Path>
<DllStartName>module_init</DllStartName>
<DllStopName>module_deinit</DllStopName>
</Launch.Addon>
Can you double check that XMLTools.dll is in your main p3d folder ?
It should read as follows:

It is.
What do you open it with? I don't seem to have anything that will open it and not have it look like symbols.
I added that information below to my dll.xm awhile back per some post I read. Maybe I did that wrong. That file is located in my app data/roaming/LM/P3Dv4 directory. Anyway, the entry below is added right at the bottom before the last line that says </simbase.document>

Hello Jeff, from all appearances the issue seems to be the MXL tool dependencies are not available to the DHC3 system gauges , just to be sure the version specific set were installed please navigate to
C:\Program Files\Lockheed Martin\Prepar3D v4\SimObjects\Airplanes\DHC-3 Otter Milviz,
We install to this location and note issues when aircraft are installed elsewhere such as alternate drives.
Referring to the image for an indication of what you are looking for specifically , just double click the 64 bit version (XMLTools64Installer.exe) located in your DHC-3 Otter Milviz aircraft folder.
It will indicate once clicked if it finds itself installed already or not , let it run through the install process. Let us know if your switches and gauges are functional. If not we will go through the chain of possible causes one by one until we get you started .

P3D is on its own SSD so the default path is not normal as stated below. It would be similar but a dedicated drive and Lockheed Martin\Prepar3D v4\SimObjects\Airplanes\DHC-3 Otter Milviz.
I found the file and clicked (I have done this step before). It starts out as "P3D found!" and everything finishes "successfully installed, dll.xml found and xmltools64 entry found." I have done this at least 2x before (once with each installation I have tried. After starting P3D, all looks the same. Most gauges and switches seem to work. The starter does nothing and the oil and fuel pressures drop to 0 if I use Cntrl+E to start the engine. The mixture lever works, the throttle and prop levers do not although they are mapped to '1' as discussed earlier in this thread. All gauges seem to work except what I have stated. The toggle on the start switch works but the switch when flipped does not make a sound or start the engine. The prop moves maybe 1 degree, but then nothing.

Thanks for the report , its apparent that the gauges controlling the various functions cant find their dependencies, was the installed location was chosen using the browse feature on the installer ?
Did the night lighting work ?
Can we have a pic of your panel folder to see if its contents match normal or if parts were deleted by an AV program cleaning house during a scan please?

It found the P3D directory during installation, I did not customize anything that I remember.

Ok , I appreciate the Pic , it confirms that the parts are all still there and xml tools was installed too , I can at least remove a couple of possible causes at this point , P3D V4 all being in the same location on an alternate drive should not be an issue but may contribute , Ill need to enlist more assistance tracking this and will get back to you ASAP

FYI - I upgraded to P3dv4.2 this weekend. I will try the aircraft this evening but expect the same results or less. Anyway, wanted to throw that out there for the problem solving process.

Thomas , Jon and myself are still looking for the common thread that is tying this up and have a few other updates to the DHC series to add including WX sys updates for V4.2 . we have the startup issue on the highest priority to resolve, its not replicated on most installs and is proving hard to trace.

Just to confirm Jeff, when the starter is engaged, does the RPM reach a point around just under 500 RPM and then drop back down?

The starter in my case doesn't do anything. I can flip the toggle guard, but the switch doesn't really move or crank the engine. The only thing starts the plane is Ctrl+E. I will try that tonight and see what the RPM does.

I was incorrect in stating that the switch does nothing - it does move up assuming to the start location. The result is the same through - no RPMs, no prop movement, no sound.
