trouble starting, no throttle or rudder control

Did you temporarily disable your anti-virus program during the download process?: YES
Before installing did you disable UAC. (User Account Control)?: YES
Did you install, and are you running the sim as an admin?: YES
Before running the sim did you make sure the FSX/P3D directory is off limits to any AV scanning?: YES
Does your system have the required distributables?: YES
Is your video card DX11 compatible?: YES
If applicable, did disable any FSX to P3D migration tools (like Estonia) before running the sim?: YES
Are you using an aircraft other than a Milviz one as your default aircraft?: YES
Do you have the appropriate SimConnect libraries installed?: YES

i guess you guys want that above, but i have reinstalled several times, seeing if i have done something wrong, checking multiple combos of different things etc, antivirus disabled, you get the idea, so i load up in the sim and i sit in the cockput, go to power her on and the engine wont start, just dies, ok maybe im doing something wrong so mags on, battery on, fuel, etc primed, nothing...throttle controls wont work and neither will rudder, so i check things out and se if its my joystick, no other addon is doing this, a2a, carenado, aerosoft..my catalina by them may be stubborn on startup but atleast she runs like a scalded dog when you get her going lol! ok, so joystick is showing good, fsuipc and stuff is up to date, everything seems to be good on my end, ive browsed the forums and asked around..have eyt to come up with an answer as this hasent happened before, seems to be a thing with fresh releases sometimes, but i would like to work to find a soloution as the aircraft seems pretty great..now as ive reinstalled several times, followed ALL directions, im still at a loss as nothing is improving...ive checked .DLL and it has correct enteries..had to mess with it on more than one occasion so thats nothing new, so lets see what we can do to get this working, maybe i missed something

Please check that you have XMLTools.dll present in FSX:SE main folder.

it seems that it didnt add the entry in properly, i followed the link you gave and that soloution seemed to have worked, much appreciated!
