Fuel question

I am having trouble with the Phantom when I am carrying external fuel tanks.
After the fuel is exhausted from the externals, the Fuselage fuel cells begin to feed despite having selected internal wing feed.
My routine for fuel is external till they empty. Instructor text usually says internal wing fuel not able to feed. (or words to that effect)
I then switch to internal wing feed, Instructor does not mention any wing feed issues after that but I can see from the fuel gauge that internal fuselage fuel is decreasing.
The engines flame out as the fuselage gauge reads 0 and the total fuel reads about 4200 lbs remaining.
I don't see what I am doing wrong. If it is somehow a fuel switch error on my part, my understanding from the manual is that when fuel reaches 1465 lbs in the fuselage that it should go into automatic fuel transfer mode and all tanks should feed regardless of switch positions.
The externals feed fine and I don't get any warning lights about bleed air so I assume bleed air is fine.
I have not touched the air to air refueling controls in any way so I don't think that is an issue.

Any suggestions?
