DHC2 beaver loadout

Why can I only load 3 passengers in the passenger loadout area?

Seats D & E are for cargo.
is there any way we can get those to be for passengers and then dump the cargo behind D&E seats?

also, I thought I read about hauling 7 pax in these. putting two more seats in the back. I would assume then that any luggage would have to be carried in this configuration.
