Please resend the correct link for downloading the dll.xml file for FSX so I am sure I am using the correct one.
I tried to send you the requested files ad text documents, but they won't attached so I copied them below:

Rename your "dll" file to dll.xml
Download and extract this. Run the installer. If there are any errors please do a screengrab before closing it.

Executed installer link you sent and added to FSX file when asked where to place it as in C:\Users\Tom\AppData\Roaming\Microsoft\FSX\ -- see attached screen shot (hope the attached works).
Also rename the "dll" file to "dll.xml."
However, having done this, I still have the same problems as for both planes as noted in this email chain.
Also regarding the Otter, when I first cranked the engine on, the engine on it it makes a loud "banging" sound as though the engine is 'not getting enough oil"?
Then after a couple of seconds of running the engine, it kind of smooths out, then "runs out of gas" (aka the engine stops) and won't start again.
The gas gauges read full, I am using the left tank, and the fuel is 100 percent, so I know the "tanks" are full.
At this point, should I completed remove both the Beaver and Otter files, then reload them to see if this works.

I would remove everything, check if anything is left behind. If so remove it.
Barring that you may need to start fresh with your FSX as at this point it is seeming like something is seriously wrong.
There are several threads on Avsim on how to do a "clean" install of FSX as many times there is tons of stuff left behind and will mess up a new install.
