Please check to see if the file Ucrtbase.dll is on your computer.

To do this, type ucrtbase.dll into the Windows search box (on Windows 7 it appears when you click the start button, at the bottom of the menu). If the file is on your computer it will appear. If not, that is your problem.

That particular error code is usually associated with a permissions problem, like not running FSX as admin.
