Flap guidance on speed tape

Flap guidance on speed tape
I noticed the marking of APP and DN on the speed tape. APP is at 202 and DN is at 158. Are these the recommended extension speed or the max speeds for extending flaps? They sure seem high to me.

Those should be your max extension speeds
