F-4E Installation order

Can I ask what the order of installation is for the new ADV version with the TacPack add-on?

Is it:
1) Base installation.
2) ADV add-on.
3) TacPack add-on.

or:
1) Base installation.
2) TacPack add-on.
3) ADV add-on.
