How to correctly enter N33 7.62' ? the dial in minutes goes only to 5X, should I enter N34 00?

multiply .62 x 60(seconds)= .372 so.... N33 7.62 would be N33 7.37' ..round up if the the last digit is 5 or higher..ie
.375 = .38 and so on

Not quite. The display is to the nearest minute but the mouse inputs will increment in tenths of a minute. So set the display to N3408, then decrement 4 times to get the last drum to show between 8 and 7. 4 tenths from 8 is 7.6
