I don't see a bundle for the F-4E and the F-4J/S and Tacpack
could there be?

There is no 'ultimate F-4 E/J/S TP ADV bundle' at this time.
To get the most Phantom for your $$$, your best bet would be to wait for a sale and get both complete bundles.
