T-38A ADV SP3.2 v3.170726 - No main panel or gauges, within

Must add myself to the list of those previously affected by this issue.
My recently acquired T-38A ADV remains in a hovering pattern above the tarmac, with no L/Gear, and no main panel or gauges visible within it's VC.
Ailerons and rudder remain frozen in a hard left roll position, and remain unresponsive to any input.
Attempted T/O's in this state results in a violent "out of control" rodeo ride in the blue !!
After reading of others identical symptoms being resolved by implementing a promising fix: loading of Microsoft Visual C++ Redist 2010 SP1 (x86), I now lament, as my own Win 7 Pro 64 bit system had this version already installed... but still produces the problem... ??
Actions taken:
- All active AV/Security turned off, and UAC already set to never = Off
- Removed all existing Microsoft Visual C++ Redist Pkgs: 2005, 2008, 2010, and 2013
- Download/Reinstalled Microsoft Visual C++ Redist 2010 SP1 (x86) in addt to versions 2005, 2008, and 2010
- Extraction/Removal of T-38A ADV's aircraft files using it's installer
- Fresh download of new copy: MVZ-275.zip = MilViz T-38A ADV SP3.2 v3.170726 from FSPilotShop
- Reinstalled... but problem still remains
Checked
- MV_T38_SYS.dll confirmed as included in the "trusted" dll list within the FSX.cfg
- No Event Viewer errors involving FSX or T38 dlls
- No other modules/addons used with the T-38A ADV
- Panel.cfg has not been edited
Hoping some kind soul can assist me in getting this one into active service...
